			<content:encoded><![CDATA[<h1> Case against Dalit leader should not disturb peace”</h1>
<p>The Madras High Court Bench here on Wednesday asked Additional Advocate General (AAG) K. Chellapandian to come out with a solution, in consultation with the Ramanathapuram Collector and the Superintendent of Police, to curb flaring up of emotions pursuant to registration of a criminal case against a Dalit leader on charges of promoting enmity between two caste groups.</p>
<p>Dealing with a writ petition filed by P. Chandra Bose, general secretary of Thyagi Immanuel Peravai, to quash the First Information Report, Mr. Justice V. Ramasubramanian said that his endeavour was to ensure that the registration of the case following a public meeting at Paramakudi on November 5 should not snowball into a controversy and disturb tranquillity across the State.</p>
<p>The public meeting was organised to condemn the police firing, which led to the death of six Dalits at Paramakudi on September 11.</p>
<p>Stating that courts have to deal such issues with caution, the Judge said: “My only concern is where to put an end to this. Nowadays, courts have a greater responsibility. If it had been any other writ petition, I would have thrown it out. But this case is different.”</p>
<p>Earlier, the AAG contended that the speech given by the petitioner in the public meeting squarely attracted Section 153A (promoting enmity between different groups on ground of religion, race and so on and doing acts prejudicial to maintenance of harmony) of the Indian Penal Code. However, petitioner&#8217;s counsel P. Rathinam said that the speech was nothing but the cry of the hapless Dalits.</p>
<p>When counsel referred to historic incidents related to atrocities committed against Dalits, the judge intervened and said that Mahatma Gandhi had the ability to bring about peace even in the worst of communal disturbances. “Unfortunately, we do not have someone like him. Today, nobody wants to be a Mahatma Gandhi as they do not want to be shot dead.”</p>
<p>He recalled that Mahatma Gandhi had written to his friend on January 25, 1948, just five days before his assassination, stating he would prefer to die chanting the name of Lord Ram if he happened to be shot dead in an attempt to bring about communal harmony. “It is amazing that he died in the same manner within five days of writing that letter,” Mr. Justice Ramasubramanian said.</p>

			<content:encoded><![CDATA[<p><strong>PPSS leader Abhaya Sahoo arrested</strong></p>
<p>The POSCO Pratirodha Sangram Saminit (PPSS) leader Mr. Abhaya Sahoo has been arrested by police at 7.45 pm today (25th November 2011) at a place called &#8216;Nua Pokhari&#8217; when he was returning from Paradip though Manijangha and Ersama. We got the information that he has been now kept in Jagatpur Police station.</p>
<p>This is part of the game plan of the coward state government to suppress the anti-POSCO movement by hook or by crook. The state government is reportedly finalised the draft of the MoU to be renewed with POSCO. Earlier it has facilitated a private company’s goons to attack our people while we were peacefully protesting against the extension of IOCL road. All these show the nervousness and cowardice of the state government and the haste in which it wants to push through the project.</p>
<p>Earlier also Abhaya Sahoo was arrested in 2008 and was kept in jail for 14 months.</p>
<p>PPSS strongly condemns the arrest of Abhaya Sahoo. We simultaneously make it clear that the impression of government, that our protest will be weakened by this, will be proved incorrect. Our peaceful protest will be stronger and mightier than ever before till POSCO project is scrapped.</p>
<p>We call for all the <em>Jan Andolans</em>, People&#8217;s organisations, Political parties, activists, intellectuals and people at large to condemn in strongest possible terms the dastardly act of theadministration. We call for all our friends to demonstrate and demand immediate release of Abahya Sahoo. Also lodge your protest near the following authorities.</p>
<p>We will keep you intimated the developments and our next move.</p>

<p>In solidarity with oppressed occupiers globally, Occupy Los Angeles rights defenders have rejected LA city&#8217;s <a href="http://www.latimes.com/news/local/la-me-occupy-la-20111124,0,7595129.story">proposal for it to vacate its LA City Hall encampment</a> by November 28 despite closed-door <a href="http://www.nytimes.com/2011/11/23/us/occupy-camp-at-los-angeles-city-hall-allowed-to-stay-for-now.html">negotiations Tuesday</a>, and instead, with full General Assembly consensus, the occupiers passed a resolution Wednesday including ten grievances based on human rights of free speech and assembly protected under U.S. Constitution First Amendment, that they <a href="http://occupylosangeles.org/">released</a> in an official statement at 6:15 a.m. Thanksgiving Day. Police declined to tell <em>LA Times</em> reporters what they plan do to rights defenders refusing to vacate their City Hall Park encampment, now renamed by the rights defenders &quot;Solidarity Park&quot; in honor of the peaceful revolutionaries&#8217; struggle across the planet, but one LA resister has bought a gas mask due to the recent police <a href="http://healthland.time.com/2011/11/22/how-painful-is-pepper-spray/?xid=gonewsedit">gassing torture of Berkley</a> rights defenders and military <a href="http://www.examiner.com/human-rights-in-national/arab-spring-usa-non-lethal-weapons-massacre-some-of-30-rights-defenders">gassing massacre of Egyptian</a> rights defenders.</p>

A pliant CM cannot afford to defy his masters in New Delhi</p>
<p>The unseemly controversy on the issue of revocation of Armed Forces Special Powers Act (AFSPA), generated by the chief minister as a matter of political expediency rather than any genuine concern for the unabated human rights abuses being committed in the troubled state, refuses to die down, though it has taken several turns and twists. Omar Abdullah has been blowing hot and cold in the same breath, asserting on the one hand that he was the boss and he alone can decide on this issue and then leaving the matter to New Delhi. He has been vacillating on this question, as on several other issues of disagreement between him and his masters in New Delhi, shifting his stance, realizing that he is not in a position to defy New Delhi, with whose support and backing he has come to power and without whose support he cannot retain his chair. Initially he voiced for the revocation of the draconian law which arms the armed forces with blanket powers and provides a culture of immunity and which has been recklessly used to shield those guilty of resorting to grave human rights abuses in Jammu and Kashmir. With those in authority in New Delhi, particularly those at the helm in the defence establishment, raising alarm and vehemently opposing any move to even relax the AFSPA, not to speak of its total repeal, Omar Abdullah started talking of withdrawing it from selected areas, mostly those where it has never been enforced. First he tried to assert his right to decide on this question and later shifted his ground by saying that it has to be decided collectively by the Unified Headquarters or by the state and central governments. On several other issues too the chief minister had to beat a hasty retreat. His father and Union minister Farooq Abdullah too has been fuming and fretting by categorically stating that his son is the boss in J&amp;K, which the Abdullah dynasty considers as their inherited fiefdom, and at the same time admitting that no government in the state can survive by defying New Delhi, citing his own bitter experience.</p>
<p>The fact of the matter is that no major policy decision in J&amp;K, even on matters under the purview of the State government, can be taken and implemented without New Delhi’s blessing and help. New Delhi is sarkar mai baap and nothing can move without its consent. If the chief minister is really the boss then what prevents him from deciding about the withdrawal of the Disturbed Areas Act which is the basis on which the AFSPA stands. New Delhi has left everyone in no doubt that even this is beyond the power and authority of the chief minister as it is the prerogative of the State governor. If the chief minister is genuinely concerned with the tyranny of AFSPA then why did he not moved on this issue by implementing the recommendations of the Working Group headed by M.A, Ansari, present Vice President of India, which in its report submitted in January 2007 categorically stated: “Certain laws made operational during the period of militancy (e.g. Armed Forces Special Powers Act, Disturbed Areas Act) impinge on the fundamental rights of and adversely affect the public. They should be reviewed and revoked. Law and order matters should be dealt with, to the maximum extent possible through normal laws.” And these abnormal laws included the notorious Public Safety Act, under which hundreds of persons including the children have been detained and kept in custody without trial, which is a state law and within the purview of the State government to repeal. Clearly, those who owe their position to their masters in New Delhi and can retain it with their support alone, cannot be the masters of their own affairs. They have to bow to the diktats from New Delhi.</p>

<p><em><strong>Activists are too often killed, ‘disappeared’ or intimidated</strong></em></p>
<p>India scarcely has a human rights record it can be proud of. Killings of human rights activists, intimidation and `disappearance’ of those who question the state’s ways, widespread use of torture by law enforcement agencies and the Parliament’s continued inability to enact enabling legislation to prevent human rights violations, underscore a disregard for basic humanitarian laws.</p>
<p>The recently-released Asian Center for Human Rights Report, &#8216;Torture in India 2011&#8242; further reinforces this reality. The report states that between 2001 and 2010, 14,231 persons – or more than four persons per day &#8212; died in police and judicial custody in India. This includes 1,504 deaths in police custody and 12,727 deaths in judicial custody. The northern state of Uttar Pradesh leads the tally in judicial custody with 2,171 deaths, followed by Bihar (1,512), Maharashtra (1,176), Andhra Pradesh (1,037) and Tamil Nadu (744).</p>
<p>According to the ACHR’s director, Suhas Chakma, 99.99 percent of deaths in police custody can be ascribed to torture and occur within 48 hours of the victim being taken into custody. Denial of medical facilities and sub-human conditions in jails are the other reasons for these alarming figures according to the official.</p>
<p>However, these deaths, Chakma told the media, reflect only a fraction of the problem as not all deaths in police custody and prisons are reported to the National Human Rights Commission, the country’s premier body for the protection of human rights.</p>
<p>As far back as 1997, the UN human rights committee expressed its anxiety about the widespread use of torture by law enforcement agencies in India. But despite the grim scenario, the Ministry of Home Affairs has failed to introduce the Prevention of Torture Bill, 2010 that is designed to address the problem. Neither have existing laws been modified to hold perpetrators accountable.</p>
<p>The landmark torture bill, say legal experts, is the preliminary step towards ratification of the UN Convention against torture adopted by the United Nations General Assembly in December 1975. But India has not yet ratified the convention although has been a signatory since October 1997. The ratification requires enabling legislation that would be necessary to give effect to the Articles of the Convention which is currently not in place.</p>
<p>The parliament has ignored calls from Amnesty International to ensure fair trials at international standards while organizations like the United Nations and the European Union have consistently voiced their unease at India&#8217;s disregard for humanitarian laws.</p>
<p>To make matters worse, India has recently witnessed a surge in human rights violations. India’s transparency law — Right To Information — came into force in 2005. But while the legislation has given India a new crop of citizen activists who have lobbied successfully for transparency and change, police raids on human rights activists, their intimidation and killings underscore another murky reality.</p>
<p>The violations also spotlight the state’s impotence in protecting activists. According to the National RTI Forum, at least 12 information seekers have been killed across the country since 2008. The gunning down of Shehla Masood, 36 in broad daylight in Bhopal in front of her house on Aug. 16 raises fundamental questions about the safety of activists in a multiparty democracy. Masood had questioned the Madhya Pradesh government’s policy of favoring certain individuals with her information queries. Her killers are yet to be arrested.</p>
<p>Police sources say the possible cause of Masood’s assassination was her right to information crusades. The activist had been protesting illegal diamond mining in her state in connivance with top government officers. She was also instrumental in highlighting tiger and leopard killings which are transpiring right under the noses of forest officers.</p>
<p>Another activist, Amit Jetwa, 36, who had used the information act to expose illegal mining and encroachment near Gir forest in Gujarat, met with a gory end in July 2010. Satish Shetty, 38, a whistleblower, credited with exposing major land scams in the southern Talegaon and Lonavala regions, was assassinated in January 2010. He had exposed corrupt land deals in and around the country’s first expressway, the Mumbai-Pune expressway.</p>
<p>“These acts of violence underscore a larger governance crisis and the failure of the government to protect its citizens,” says Abbas Mehkri, a New Delhi-based civil lawyer. “It is also a chilling statement on the State’s growing intolerance towards dissent.”</p>
<p>Activists have pointed to the need for legal protection for information seekers by strengthening the current public interest and disclosure bill currently tabled in Parliament.</p>
<p>But legal protection alone isn’t the panacea to protect activists. “After each killing there’s media pressure and the government promises us `better security’. But instead of gun-toting policemen, shouldn’t we have a secure environment where ordinary citizens can take up social issues sans fear? There is simply no strong forum for addressing popular grievances in the country,&quot; says Sumati Mehta, an NGO worker.</p>
<p>Besides physical attacks, Mehta says, activists are routinely harassed and slapped with fraudulent cases. Frequent cases of illegal detention, torture, extrajudicial execution and forced disappearances are also quite common, she says.</p>
<p>Unfortunately, India doesn’t acknowledge the occurrence of such torture. Officials routinely attribute these custodial deaths to &quot;illness/natural death, escaping from custody, suicides, attacks by other criminals, riots, due to accidents and during treatment or hospitalization”.</p>
<p>It is well-known that the country’s burgeoning armed opposition groups, the Naxals or Maoists have an appalling human rights record of killing, torturing and mutilating ordinary citizens. Cadres of the Kanglei Yaol Kanna Lup of Manipur also have been accused of widespread torture including deliberately mutilating the victims by bullet wounds to the legs. In a democratic framework, any extralegal activity by police undermines not only the established procedural set-up, but also the fundamentals of governance.</p>
<p>Human Rights Watch had sent a letter to Prime Minister Manmohan Singh some time back making specific recommendations “to improve accountability of the security forces for human rights violations, to strengthen civil society and support for free expression, and to protect the rights of women and other vulnerable groups”.</p>
<p>The body noted that &quot;security forces in India have been responsible for abuses such as extra-judicial killings, disappearances and torture, especially in Punjab and Nagaland in the 1980s, and currently in Jammu and Kashmir, Assam and Manipur, and in states where there is a Maoist insurgency&quot;. It further noted that &quot;impunity is a major problem in India; serious crimes perpetuated by security forces are rarely investigated or prosecuted&quot;.</p>
<p>The UN has also recommended that the draconian Armed Forces Special Forces Act, (which effectively guarantees impunity by stipulating that central government permission is needed before security personnel can be prosecuted for abuses) also be repealed. The provisions of the Act were sanctioned by India&#8217;s Supreme Court.</p>
<p>Says Pratham Prakash, an RTI activist, “In India, torture is seen as a part of the police package to extract confessions. This practice has its provenance in British colonial rule when laws governing police functions were framed as an oppressive force to keep the population terrorized.”</p>
<p>However, some senior police officers justify the use of torture as a means to “extract confessions”. A retired police official once told this correspondent that the police forces in India are under tremendous pressure to produce quick results despite limited infrastructure. “The proliferation of 24/7 news channels,” said the official, “has put us under immense scrutiny. So to expedite proceedings, we often have to pick up and interrogate a lot of people and sometimes things do get out of control.”</p>
<p>Top legal experts have for long underscored a glaring paucity of an impartial mechanism in India for addressing complaints against torture. The complaints, as per current law, have to be made to the police authorities themselves which allows the latter to pressurize and harass the victims and skew things in their favor.</p>
<p>Ideally, rights bodies and commissions should be empowered to take steps to protect activists by creating formal procedures to report threats and intimidation and monitoring follow-up action by authorities to protect activists.</p>
<p>Several countries have already put in place laws to protect whistleblowers or are in the process of doing so. The US was one of the earliest to have the Whistleblower Protection Act of 1989, while the UK has the Public Interest Disclosure Act of 1998 and Norway has a similar law in place since January 2007.</p>
<p>Just like anti-corruption laws, whistleblower protection laws in India have been long and conveniently ignored by the government. This leaves men and women who question the state’s ways at the killers’ mercy.</p>

<p>Uttar-Pradesh state assembly in its shortest ever session of eleven minutes only passed a resolution for carving out four states from Uttar-Pradesh. The resolution has now gone to the Central government for their perusal. However, we all know, that this is not going to happen that easily for which our political pundits are making noises and parties going for and against it.</p>
<p>Let me be clear in the very beginning that I have no objection of Ms Mayawati raising the issue for political purposes. In politics you raise the issue in the people’s court and it is up to them how they react. Rajiv Gandhi went for a national poll immediately after Indira Gandhi’s assassination in October 1984 and won with a landslide majority. Gujarat Chief Minister used the same anti Muslim card for his comeback. Ayodhya’s issue raised by Advani and company finally help BJP to take its tally from 2 to 120 in Parliament and converted it to India’s main opposition party. So, political debate in India has stooped so low that we must not expect too much from them.</p>
<p>Now let us examine the issue of division of Uttar-Pradesh. One may ask this question as why should we only divide Uttar-Pradesh and reduce it to nothing. Politically Uttar-Pradesh is an important state for every political party and today, if we are witnessing the assertion among the DAlits and OBC political leadership all over the country, the credit goes to Uttar-Pradesh. In fact, Bihar comes second to Uttar-Pradesh as far as Dalit assertion and political understanding is concern. Today, BSP is the only party based on Ambedkarite principals (whether they work on it or not is not the question here but they claim to follow it), which is in power. In Maharastra, the RPIs failed and that too miserably forcing many of them to even form alliance with Shiv Sena. Can we ever imagine a party formed by Ambedkar and on his principals forming alliance with rabid anti dalit and anti Muslim party like Shiv Sena or MNS? Have we forgotten how Shiv Sena opposed violently the naming of Marathwada University in the name of Baba Saheb Ambedkar in the 1980s?</p>
<p>For us who have seen the danger of majoritarian politics, secular polity of India is thankful to Uttar-Pradesh and Bihar for successfully able to thwart the designs of communal fascist forces in the country. We all know that the Sangh Parivar and its offshoots are completely helpless in Uttar-Pradesh and Bihar at the moment as their hegemony has completely destroyed at least politically. The Dalits, OBCs and Muslims are building alliances and coming close. Uttar-Pradesh is the biggest laboratory for that. The second phase of Mandalisation process has already begun in Uttar-Pradesh. It is the reemergence of MBCs and Maha Dalits or excluded dalits. Nitish Kumar played a card in Bihar to gain from it but fortunately in UP, it is the emergence of these segments and they can play their own politics. So, it is second phase Mandal process where even the Mahadalits, MBCs and Pasamanda Muslims are joining hand for their political participation. With BSP increasingly tilting as Chamar-Brahmin alliance, the excluded Dalits and MBCs have no other option than to form an alliance and look for their future.</p>
<p>In this background comes the news of division of Uttar-Pradesh. There is no proof that smaller states are better governed or bigger states are worst. Why should then we have a huge country which is ungovernable? Should not we say that India is an unmanageable country? But then, every small identity that merges with India also gets benefit of its strength. It happen same to the states.</p>
<p>Question is not whether a state should be big or small. The real question is whether the people in the state want to live together or not. Whether there is a cultural difference or a feeling of isolation by one segment of people or not? We all know when Uttarakhand was created, I protested against it for the fear that the majoritarian upper castes will not allow the Dalits and OBCs to live peacefully. We all know how the condition of Dalits in Uttarakhand where no government till date have been able to spend the SCP meant for SC-STs. The money goes unspent. The job quota is not filled adequately and the social ostracisation of the community is enormous even when there is no physical intimidation in the hills. The conditions in Harit Pradesh or Paschim Pradesh are different. This is the fiefdom of the Jats and Gujjars. The Dalits here are predominantly depended on agricultural work. Ofcourse, they have also grown up but the relationship between them and the upper castes is well known here. In the Bundelkhand region Kurmis, Brahmins and Thakurs dominate. Violence against Dalits particularly the Kol tribal go unreported. The Poorvanchal is the region where BSP remained stronger but that too with the help of ‘poor’ ‘brahmins’ so we can understand how will it help them.</p>
<p>It is equally important to see how the state of Uttar-Pradesh can merge Faizabad, Pratapgarh and Sultanpur in the Poorvanchal State though historically they have been part of Avadh. In fact, before the capital of Avadh moved to Lucknow, Faizabad was its capital. Is not it a travesty of truth? Similarly, Agara, Kanpur and Allahbad should be nearer to Bundelkhand rather than Avadh Pradesh or Pooravanchal Pradesh.</p>
<p>It would have been great if the serious issue had discussion in the beginning so that people are well equipped with knowledge about the act. Secondly, do we hate Uttar-Pradesh that much that we want to eliminate the very name of Uttar-Pradesh itself. Third, why should only Uttar-Pradesh be divided? Why not other big states like Madhya Pradesh, Maharastra, West Bengal, Jammu and Kashmir, Rajasthan, Andhra Pradesh, Gujarat and Bihar?</p>
<p>It is important to understand the dynamics of our political class. Even when the state can be divided for administrative reasons, let there be a state reorganization commission. There are a lot of unfulfilled agenda of the past. A place like Belgaum creates violence on the issue of Marathi verses Kannada in Karnataka. Why should a Marathi speaking town such as Belgaum be part of Karnataka? Similarly, the issue of Abohar and Fazilka in Punjab became bone of contention between Punjab and Haryana. We all know the issue of Naga areas in Manipur for which the state is still facing the blockade. Jammu and Ladhakh have nothing in common with Kashmir valley and have distinct cultural identity of their own.</p>
<p>India needs small states to govern efficiently. Ofcourse, India needs to increase its size of parliament too. India requires radical changes including that in our parliamentary structure. Problem is not just with the governance of state. Our states or parliament is not really representative of our communities. Despite sizeable presence in Uttar-Pradesh and Uttarakhand, the Tharus, one of the most celebrated tribes of our country, have just one member of assembly in Uttarakhand. Communities like Balmikis, Khatiks, Kols, Doms, Nais remain unrepresented. Many of the most marginal communities remain outside the realm of our parliamentary politics. So what will these new state offers to them? Frankly speaking, the new state might reduce the already diminishing Dalit-OBC representation so chances for the most marginalized one would be difficult to come. It needs to change India’s parliamentary system.</p>
<p>If we see the state of Chhatishgarh and Jharkhand, both are Adivasi dominated yet have been dominated by the non adivasis in political leadership. The least said about Jharkhand’s political leadership the best. In one night, Madhu Koda signed more than 300 deals which could never have happened in a state like Bihar. A big state is a challenge for officials as they fear mass protest if the political leadership is sidelined. A state like Uttar-Pradesh is bigger than many countries and therefore the chief minister of the state is respected and is relatively powerful. No official or bureaucrat can take her for granted but all these small states are being run by the coterie of bureaucrats or the chamchas of the political class. The experience shows that they are ruthless in tackling dissent and opposition.</p>
<p>Economically, most of these states are dependent on the Centre for financial support. Creation of new state poses great economic stress. Not only does it need new infrastructure, legislative assemblies, governor’s houses, bungalows etc. Our political class will not live in ordinary areas. In the fifties it was easier for new states to be developed as places like Lucknow, Hyderabad, Madras, Banglore, Thiruvnanathpuram had already had infrastructures for everything. But now the new states will be more burdens to people. Most importantly, in the new state, we will not have new leaders but the same old ones who have been sucking our blood all the time. Example from Uttarakhand, Jharkhand, Chhatishgarh and north east clearly indicate that they have become police state. It is also true that big corporate find is easier to tackle the political leadership in these states easily than in the bigger states.</p>
<p>While, I do not believe in the argument whether smaller states are better or big states are useful. The question should be addressed according to local demands, cultural issues and most importantly economic viabilities of such states. It would be better if Centre comes out with a specific time frame for a State Reorganisation Commission which should look into all aspect such interstate issues such as Bundelkhand and Poorvanchal which cannot be created just out of Uttar-Pradesh but will have to be carved out of Madhya Pradesh too. Lot of issues but if the petty politics takes over then the whole exercise would be too dangerous for the unity of the country. A country like India can accommodate more state and bigger parliament but for that we need serious discussion and a time found agenda and framework of SRC so that we can address the issue in the utmost national interest. Let the political parties not whip up passion and create a frenzy in the name of ‘small is best’, as it could prove contrary also because at the end the political leadership as well as the working class of each state in India will emerge from ourselves only. Hence , whether it is small or big, at the end of the day, it is we the people of India, who will provide leadership to these states. It is not going to come from anywhere else. There is no denial of fact that people today aspire for more decentralized power structure but at the same point of time, also look for safe guards of communities who have never got representation. So, India need a reorganization of not only its state, but its political system in entirety otherwise, these so called new states or small state will have the same elite dominating with much bigger brutality over minorities as they have been in the past. The issue of creation of states have to be based on demands of people and should not be imposed by the political leadership from the above. An empowered State Reorganisation Commission should be asked to look into it and till then we can make a moratorium on the issue, except the already decided issue of Telangana which need to be created based on popular demands of the people of the region. Denying that in the name of unity and integrity of Greater Telangana will be an injustice to the entire struggle of the people. Such generalization can damage the cause of unity of people. Uttar-Pradesh government’s issue is different as there is neither a mass movement nor a public revolt for creating so many states out of Uttar-Pradesh. Ofcourse, it is good that Ms Mayawati has given it a serious thought but it is equally important that the issue be debated widely and should not be resolved without a State Reorganisation Commission as the stake holders are not just in Uttar-Pradesh but also in other states</p>

തമിഴ്‌നാട്: മുല്ലപ്പെരിയാറിന്റെ വര്‍ഗത്തില്‍പ്പെടുന്ന മേസണ്‍റി ഗ്രാവിറ്റി അണക്കെട്ട് ഇതുവരെ തകര്‍ന്നിട്ടില്ല. അതിനാല്‍ മുല്ലപ്പെരിയാറിനെച്ചൊല്ലിയുള്ള കേരളത്തിന്റെ പേടി അസ്ഥാനത്താണ്.<br />
കേരളം: ഇത് സത്യമല്ല, ലോകത്തൊട്ടാകെ പല മേസണ്‍റി ഗ്രാവിറ്റി അണക്കെട്ടുകളും തകര്‍ന്നിട്ടുണ്ട്. 1900-ത്തില്‍ യു.എസ്.എ.യിലെ ഓസ്റ്റിന്‍ ഡാം, 1917-ല്‍ ഇന്ത്യയിലെ ടിഗ്ര ഡാം, 1961-ല്‍ ഇന്ത്യയിലെതന്നെ കടക്‌വാസ്‌ല, 1986-ല്‍ ശ്രീലങ്കയിലെ കണ്ടാലൈ എന്നീ അണക്കെട്ടുകള്‍ തകര്‍ന്നു. ഓസ്‌ട്രേലിയയിലെ യൂണിവേഴ്‌സിറ്റി ഓഫ് ന്യൂ സൗത്ത് വെയില്‍സ് പുറത്തിറക്കിയ &#8216;കോണ്‍ക്രീറ്റ്, മേസണ്‍റി അണക്കെട്ടുകളുടെ തകര്‍ച്ച: അവലോകനം&#8217; എന്ന രേഖപ്രകാരം ലോകത്തൊട്ടാകെ ഇതുവരെ 21 മേസണ്‍റി ഡാമുകള്‍ തകര്‍ന്നിട്ടുണ്ട്.<br />
1870 മുതല്‍ 1890 വരെയുള്ള കാലത്ത് കമ്മീഷന്‍ ചെയ്ത അണക്കെട്ടുകളാണ് തകര്‍ന്നതിലേറെയുമെന്നും ഈ രേഖ വെളിപ്പെടുത്തുന്നു. (മുല്ലപ്പെരിയാര്‍ കമ്മീഷന്‍ ചെയ്തത് 1895-ലാണെന്ന് ഓര്‍ക്കണം.) മറ്റുള്ളവയില്‍ നിന്ന് വ്യത്യസ്തമായി, 15 മീറ്റര്‍ മുതല്‍ 50 മീറ്റര്‍ വരെ ഉയരമുള്ള അണക്കെട്ടുകളാണ് തകര്‍ന്നതെന്നും ഈ രേഖയില്‍ പറയുന്നുണ്ട്. (മുല്ലപ്പെരിയാറിന്റെ ഉയരം 53.64 മീറ്ററാണ്.)<br />

തമിഴ്‌നാട്: ഇടുക്കി അണക്കെട്ടിന്റെ സംഭരണശേഷി 70 ദശലക്ഷം ഘനയടിയാണ്. ഇനി മുല്ലപ്പെരിയാറിന് എന്തെങ്കിലും സംഭവിച്ചാല്‍ത്തന്നെ ഇടുക്കിക്ക് ആ വെള്ളം ഉള്‍ക്കൊള്ളാന്‍ കഴിയും.<br />
കേരളം: മുല്ലപ്പെരിയാറില്‍ നിന്ന് 36 കിലോമീറ്റര്‍ ദൂരമുണ്ട് ഇടുക്കി അണക്കെട്ടിലേക്ക്. ഈ ദൂരത്തിനിടയില്‍ വള്ളക്കടവ്, വണ്ടിപ്പെരിയാര്‍, ഉപ്പുതറ തുടങ്ങിയ സ്ഥലങ്ങളില്‍ ഉള്‍പ്പടെ പെരിയാര്‍ നദീതീരപ്രദേശത്ത് മുക്കാല്‍ ലക്ഷത്തോളം ജനങ്ങള്‍ താമസിക്കുന്നുണ്ട്. മുല്ലപ്പെരിയാര്‍ അണക്കെട്ട് തകര്‍ന്നാല്‍ ഇത്രയും ജനങ്ങള്‍ ഒഴുകിപ്പോകും.<br />
വെള്ളം കൂടുതലുള്ള സമയത്താകും അണക്കെട്ട് തകരാന്‍ സാധ്യത. ആ സമയത്ത് ഇടുക്കി റിസര്‍വോയറും പരമാവധി നിറഞ്ഞുകിടക്കുകയാവും. മുല്ലപ്പെരിയാര്‍ വെള്ളം ഇടുക്കി ജലാശയം താങ്ങില്ല. ഇടുക്കി ആര്‍ച്ച് ഡാം ചിലപ്പോള്‍ നിലനിന്നേക്കാം. പക്ഷേ, കുളമാവ്, ചെറുതോണി അണക്കെട്ടുകള്‍ തകരും.<br />
തമിഴ്‌നാട്: മുല്ലപ്പെരിയാര്‍ സംഭരണിയിലെ ജലനിരപ്പ് 136-ല്‍ നിന്ന് 142 അടിയായി ഉയര്‍ത്തിയില്ലെങ്കില്‍ വെള്ളം വെറുതേ ഒഴുകി പാഴായിപ്പോകും.<br />
കേരളം: ജലനിരപ്പ് 152 അടിയായി നിജപ്പെടുത്തിയിരുന്ന 1911-&#8217;79 കാലത്ത് ശരാശരി 18.14 ദിവസമാണ് പ്രതിവര്‍ഷം മുല്ലപ്പെരിയാറിലെ വെള്ളം സ്പില്‍വേയിലൂടെ ഒഴുകിയിട്ടുള്ളത്. 136 അടിയായി ജലനിരപ്പ് നിശ്ചയിച്ച 1980-2005 കാലത്താകട്ടെ, ഇത് പ്രതിവര്‍ഷം 8.62 ദിവസം മാത്രമായിരുന്നു. വെള്ളം തമിഴ്‌നാടിന് കിട്ടാതെ കേരളത്തിലേക്ക് ഒഴുകുന്നത് തുലോം കുറവാണെന്ന് സാരം. മാത്രമല്ല, തമിഴ്‌നാട്ടില്‍ ധാരാളം മഴ കിട്ടി, മുല്ലപ്പെരിയാര്‍ വെള്ളം കൊണ്ടുപോകേണ്ട ആവശ്യമില്ലാത്ത സമയത്താണ് കേരളത്തിലേക്ക് വെള്ളം ഒഴുകിയിട്ടുള്ളതും. ഏറ്റവും രസകരം, ഈ സമയത്തൊക്കെ തമിഴ്‌നാട്ടില്‍, മുല്ലപ്പെരിയാര്‍ വെള്ളം സംഭരിക്കുന്ന വൈഗൈ അണക്കെട്ട് നിറഞ്ഞ് വെള്ളം ഒഴുകി പാഴാകുകയായിരുന്നു എന്നതാണ്. പെരുമഴക്കാലത്ത് ഇതൊക്കെ എവിടെയും സാധാരണം.<br />

തമിഴ്‌നാട്: ജലനിരപ്പ് 136-ല്‍ നിന്ന് 142 അടിയായി ഉയര്‍ത്താത്തത് തമിഴ്‌നാടിന്റെ ജലസേചനത്തിനും കൃഷിക്കും പ്രശ്‌നമുണ്ടാക്കുന്നു.<br />
കേരളം: ഇതും ശരിയല്ല. ജലനിരപ്പ് 136 അടിയായി കുറച്ച ശേഷം, 1980-ലെ പെരിയാര്‍-വൈഗൈ ജലസേചന പദ്ധതിപ്രകാരം 55,962 ഏക്കറോളം ആയക്കെട്ട് പുതിയതായി കൃഷിചെയ്തു. ലോകബാങ്കിന്റെ സഹായത്തോടെയുള്ള പദ്ധതിയായിരുന്നു ഇത്. യഥാര്‍ഥത്തില്‍ വെള്ളത്തിന്റെ ലഭ്യത കുറവായിരുന്നെങ്കില്‍ കൃഷിയുടെ അളവ് കൂടുമായിരുന്നോ ?<br />

തമിഴ്‌നാട്:മുല്ലപ്പെരിയാറില്‍ നിന്ന് കേരളത്തിലേക്ക് ഒഴുകുന്നത് വെള്ളത്തിന്റെ പാഴാകലാണ്.<br />
കേരളം: തെറ്റായ വാദം. മുല്ലപ്പെരിയാര്‍ സംഭരണിയില്‍നിന്ന് അത്യപൂര്‍വമായി ഒഴുകിവരുന്ന വെള്ളം വലിയ സംഭരണശേഷിയുള്ള ഇടുക്കി അണക്കെട്ടിലേക്കാണ് വരുന്നത്. വേനല്‍ക്കാലത്ത് മൂവാറ്റുപുഴ വാലി ഇറിഗേഷന്‍ പദ്ധതി പ്രദേശങ്ങളില്‍ ഈ വെള്ളംകൂടി പ്രയോജനപ്പെടുത്താനാവും. 1886 മുതല്‍ ഇന്നുവരെ കേരളത്തിനുള്ള വെള്ളത്തിന്റെ ആവശ്യം ആറ് മടങ്ങ് വര്‍ധിച്ചിട്ടുണ്ടെന്നാണ് കണക്കുകള്‍. കുടിവെള്ളക്ഷാമം രൂക്ഷമാണിവിടെ. കൃഷിക്കും ആവശ്യത്തിന് വെള്ളം കിട്ടുന്നില്ല. ഈ സാഹചര്യത്തില്‍, കേരളത്തിലേക്കൊഴുകുന്ന വെള്ളം പാഴായി കടലില്‍ പോകുകയാണെന്ന് പറയുന്നതില്‍ എന്താണ് യുക്തി ?<br />
തമിഴ്‌നാട്: 140 അടിയോടടുത്ത് വെള്ളമുയര്‍ന്നിട്ടും മുല്ലപ്പെരിയാര്‍ അണക്കെട്ടിന് ഒന്നും പറ്റിയിട്ടില്ല. ഭൂചലനങ്ങള്‍കൊണ്ടും കുഴപ്പമുണ്ടായിട്ടില്ല. അതിനാല്‍ അണക്കെട്ട് സുരക്ഷിതമല്ലെന്ന് കേരളം പറയുന്നതില്‍ കഴമ്പൊന്നുമില്ല.<br />
കേരളം: വലിയ തീവ്രതയുള്ള ഭൂചലനങ്ങളൊന്നും അണക്കെട്ട് പ്രദേശത്തെ സജീവമായ ഭ്രംശമേഖലയില്‍ ഉണ്ടായിട്ടില്ല. 142 അടി വെള്ളം നിറഞ്ഞുകിടക്കുകയും റിക്ടര്‍ സെ്കയിലില്‍ 6-6.5 തീവ്രതയുള്ള ഭൂചലനമുണ്ടായാല്‍ പഴയ അണക്കെട്ട് തകരുമെന്നതില്‍ സംശയമൊന്നുമില്ല. അങ്ങനെ ഇതുവരെ ഉണ്ടായിട്ടില്ലെന്നത് ഭാഗ്യംമാത്രം. അപകടമുണ്ടാകാതെ മുന്‍കരുതലെടുക്കുകയാണ് ഇന്നത്തെ പ്രബുദ്ധസമൂഹം ചെയ്യുന്നത്. ഇതുവരെ അണക്കെട്ടിന് കുഴപ്പമുണ്ടാകാത്തതിനാല്‍ ഇനിയെന്നും അങ്ങനെ തുടര്‍ന്നാല്‍ മതിയെന്നത് അംഗീകരിക്കാനാവില്ല.<br />
തമിഴ്‌നാട്: കേന്ദ്ര ജല കമ്മീഷന്റെയും വിദഗ്ധരുടെയും ഉപദേശപ്രകാരം അണക്കെട്ട് ബലപ്പെടുത്തിയിട്ടുള്ളതാണ്. 142 അടിവരെ ജലനിരപ്പുയര്‍ത്തിയാലും സുരക്ഷയ്ക്ക് പ്രശ്‌നമൊന്നുമില്ലെന്ന് അവര്‍ അഭിപ്രായപ്പെട്ടിട്ടുമുണ്ട്.<br />
കേരളം: ജല കമ്മീഷന്റെ പരിശോധനയിലെ അപാകങ്ങള്‍ കേരളത്തിലെ എന്‍ജിനീയര്‍മാര്‍ക്ക് ബോധ്യപ്പെട്ടിട്ടുള്ളതാണ്. ഭൂചലനസാധ്യതയുടെ കാര്യത്തില്‍ മൂന്നാം സോണിലാണ് മുല്ലപ്പെരിയാര്‍ പ്രദേശം. പരിശോധന നടത്തുമ്പോള്‍ ഈ സോണിന്റെ മാനദണ്ഡമായിരുന്നു ഉപയോഗിക്കേണ്ടിയിരുന്നത്. അവിടെ അതുണ്ടായില്ല.<br />

<p>പി.ടി.എ പ്രസിഡന്‍റിന്റെ നേതൃത്വത്തില്‍ അധ്യാപികയെ അപമാനിച്ചതായി പരാതി ഹയര്‍ സെക്കന്‍ഡറി അധ്യാപികയെ ജാതിപ്പേര്‌ വിളിച്ച്‌ ആക്ഷേപിക്കുകയും അശ്ലീലം പറഞ്ഞ്‌ അപമാനിക്കുകയും ചെയ്‌തെന്ന്‌ പരാതി. എറണാകുളം ജില്ലയിലെ വൈപ്പിന്‌ അടുത്ത്‌ ഇളങ്കുന്നപ്പുഴ ഗവണ്‍മെന്റ്‌ ഹയര്‍ സെക്കന്‍ഡറി സ്‌കൂളിലാണ്‌ സംഭവം. അധ്യാപികയുടെ പരാതിയില്‍ ഞാറയ്‌്‌ക്കല്‍ പൊലീസ്‌ കേസെടുത്തത്‌ ദുര്‍ബലമായ വകുപ്പുകള്‍ ചുമത്തിയാണ്‌. അത്‌ ചൂണ്ടിക്കാട്ടി ആലുവ റൂറല്‍ എസ്‌പി ഹര്‍ഷിത അട്ടല്ലൂരിക്ക്‌ നല്‍കിയ പരാതിയിലും തുടര്‍ നടപടിയുണ്ടായില്ല. മുഖ്യമന്ത്രിയുടെ ജന സമ്പര്‍ക്ക പരിപാടിയിലുമെത്തിയ പ്രശ്‌നത്തില്‍ സാമുദായിക സംഘടനകളും രാഷ്ട്രീയ പാര്‍ട്ടികളും ഇടപെട്ടതോടെ വന്‍ വിവാദമായി വളരുകയാണ്‌. ഇതേ സ്‌കൂളിലെ പട്ടിക ജാതി വിദ്യാര്‍ത്ഥിക്കെതിരായ അച്ചടക്ക നടപടി പിന്‍വലിക്കാന്‍ സമുദായ സംഘടനയുടെ നിര്‍ബന്ധിത സത്യവാങ്‌മൂലം വാങ്ങിച്ചതും വന്‍ പ്രതിഷേധത്തിന്‌ ഇടയാക്കിയിട്ടുണ്ട്‌. രണ്ടു സംഭവങ്ങള്‍ക്കും പിന്നില്‍ പ്രവര്‍ത്തിച്ച പിറ്റിഎ പ്രസിഡന്റിനും കൂട്ടുനിന്ന പ്രിന്‍സിപ്പലിനുമെതിരേ വിദ്യാര്‍ത്ഥികള്‍ പഠിപ്പുമുടക്കുകയും ചെയ്‌തു. ഇളങ്കുന്നപ്പുഴയ്‌ക്കടുത്ത്‌ പൂക്കാട്‌ എന്ന സ്ഥലത്തുള്ള സഹപാഠിയുടെ വീട്‌ സന്ദര്‍ശിക്കാന്‍ പോയ വിദ്യാര്‍ത്ഥി സംഘത്തെ മദ്യപിച്ചെത്തിയ ഒരു വിഭാഗം ആളുകള്‍ തടഞ്ഞുവെച്ച്‌ അപമാനിക്കാന്‍ ശ്രമിച്ചതാണ്‌ പ്രശ്‌നങ്ങളുടെ തുടക്കം. അഞ്ച്‌ ആണ്‍കുട്ടികളും അഞ്ച്‌ പെണ്‍കുട്ടികളും ഉള്‍പ്പെടുന്ന സംഘം പോയത്‌ രക്ഷിതാക്കളുടെ അനുമതിയോടെയായിരുന്നു. എന്നാല്‍ ഇവരെ സദാചാരപ്പൊലീസ്‌ ചമഞ്ഞാണ്‌ ഏതാനും പേര്‍ ചോദ്യം ചെയ്‌തതും മോശമായി പെരുമാറിയതും. ഇവര്‍തന്നെ വിളിച്ചു വരുത്തിയ പൊലീസിന്‌ കാര്യങ്ങള്‍ മനസിലായതോടെ, കുട്ടികളെ ശല്യം ചെയ്‌തവരെ താക്കീത്‌ ചെയ്യുകയും കുട്ടികളെ പറഞ്ഞയയ്‌ക്കുകയും ചെയ്‌തു. എന്നാല്‍ കുട്ടികളെ തടഞ്ഞവര്‍ സ്‌കൂളിലെത്തി തെറ്റായ വിവരങ്ങള്‍ നല്‍കി. അവര്‍ക്ക്‌ കൂട്ടുനിന്ന പിറ്റിഎ പ്രസിഡന്റ്‌, സംഘത്തിലെ പെണ്‍കുട്ടികളെ മാത്രം മുറിയില്‍ കയറ്റി ചോദ്യം ചെയ്യുകയും ലൈംഗികച്ചുവയുള്ള പരാമര്‍ശങ്ങള്‍ നടത്തുകയും ചെയ്‌തുവത്രേ. ഇത്‌ ചോദ്യം ചെയ്‌ത്‌ കുട്ടികളുടെ പക്ഷത്തുനിന്നതോടെയാണ്‌ അധ്യാപികയെ ഒറ്റപ്പെടുത്തിയതും അപമാനിച്ചതും. കുട്ടികളെ വഴിയില്‍ തടഞ്ഞവരുടെ സംഘത്തില്‍ പെട്ടവരെ സ്‌കൂളില്‍ വിളിച്ചുവരുത്തി അധ്യാപകിയെ ആക്രമിക്കാനും പിറ്റിഎ പ്രസിഡന്റ്‌ തയ്യാറായി. അവരില്‍ ആരുടെയും കുട്ടികള്‍ ഈ സ്‌കൂളില്‍ പഠിക്കുന്നില്ല. എന്നിട്ടും സ്‌കൂള്‍ പിറ്റിഎ യോഗത്തില്‍ അവരെ പങ്കെടുപ്പിച്ച്‌ കുട്ടികള്‍ക്കെതിരേ മോശമായി സംസാരിക്കാന്‍ അനുമതി നല്‍കുകയും ചെയ്‌തു. ആദ്യം ഇതൊക്കെ കുട്ടികളുടെ രക്ഷിതാക്കളും വിശ്വസിച്ചെങ്കിലും കുട്ടികള്‍ നിരപരാധികളാണെന്ന്‌ ബോധ്യമായതോടെ അവരൊന്നടങ്കം അധ്യാപികയുടെ ഭാഗത്ത്‌ ഉറച്ചു നില്‍ക്കുകയാണ്‌. കുട്ടികളെ അക്രമികളില്‍ നിന്നു രക്ഷിക്കാന്‍ ഇടപെട്ട പൊലീസ്‌ സംഘത്തില്‍ ഉണ്ടായിരുന്നയാളെ പ്രിന്‍സിപ്പലിന്റെ മുറിയില്‍ നിന്ന്‌ ഫോണില്‍ വിളിച്ച്‌ കാര്യങ്ങള്‍ തിരക്കിയ അധ്യാപികയ്‌ക്ക്‌ ലഭിച്ച മറുപടി, കുട്ടികള്‍ നിരപരാധികളാണ്‌ എന്നായിരുന്നു. സ്‌കൂളിലെത്തി ആക്രമിക്കാന്‍ ശ്രമിച്ചവരെക്കുറിച്ച്‌ ഭര്‍ത്താവിനെ വിവരം അറിയിക്കാന്‍ ശ്രമിച്ച അധ്യാപികയുടെ കൈയില്‍ നിന്ന്‌ മൊബൈല്‍ ഫോണ്‍ പിടിച്ചു വാങ്ങിയതായും പരാതിയുണ്ട്‌. തുടര്‍ന്നാണ്‌ പ്രശ്‌നം പൊലീസിനു മുന്നിലെത്തിയത്‌. പട്ടിക ജാതി -വര്‍ഗ പീഡനം, സ്‌ത്രീ പീഡനം, തൊഴില്‍ സ്ഥലത്ത്‌ സ്‌ത്രീ ജീവനക്കാരിയെ ലൈംഗികച്ചുവയുള്ള വാക്കുകള്‍ പറഞ്ഞ്‌ അപമാനിക്കല്‍ എന്നിവയെല്ലാം ജാമ്യമില്ലാത്ത വകുപ്പുകള്‍ പ്രകാരം കേസെടുക്കേണ്ട കുറ്റങ്ങളായിട്ടും സ്റ്റേഷനില്‍ നിന്നുതന്നെ ജാമ്യം ലഭിക്കാവുന്ന നിസാര വകുപ്പുകളാണ്‌ പൊലീസ്‌ പ്രതികള്‍ക്കെതിരെ ചുമത്തിയത്‌. ഈ സംഭവങ്ങള്‍ ഉണ്ടാകുന്നതിന്‌ ദിവസങ്ങള്‍ക്കു മുമ്പ്‌ സ്‌കൂളില്‍ നിന്നു സസ്‌പെന്‍ഡ്‌ ചെയ്‌ത നാല്‌ വിദ്യാര്‍ത്ഥികളില്‍ ഒരാളായ കിരണ്‍ബാബുവിനെ തിരിച്ചെടുക്കാനാണ്‌ സമുദായ സംഘടനയുടെ സത്യവാങ്‌മൂലം വാങ്ങിയത്‌. ഇതേ സ്‌കൂളിലെ ഹൈസ്‌കൂള്‍ വിഭാഗത്തിലായിരുന്നു സംഭവം. ഒമ്പതാം ക്ലാസില്‍ പഠിക്കുന്ന നാലു കുട്ടികള്‍ തമ്മിലടിച്ചതിനെത്തുടര്‍ന്നായിരുന്നു ഒരാഴ്‌ചത്തെ സസ്‌പെന്‍ഷന്‍. ഇതിലുള്‍പ്പെട്ട കിരണ്‍ബാബു എന്ന എസ്‌്‌സി വിദ്യാര്‍ത്ഥിയെ പുറത്താക്കാനായിരുന്നു നീക്കം. ഇതിനെ പിറ്റിഎ യോഗത്തില്‍ രക്ഷിതാക്കള്‍ എതിര്‍ത്തു. കുട്ടികള്‍ മദ്യപിച്ചിരുന്നുവെന്നായിരുന്നു ആരോപണം. എന്നാല്‍ ഇതിനു വൈദ്യപരിശോധനാ റിപ്പോര്‍ട്ട്‌ ഉള്‍പ്പെടെ തെളിവുകളൊന്നുമുണ്ടായിരുന്നില്ല. ഇതു ചൂണ്ടിക്കാട്ടിയായിരുന്നു എതിര്‍പ്പ്‌. മാത്രമല്ല, നാല്‌ പേര്‍ക്കെതിരേ ആരോപണം ഉയര്‍ന്ന സാഹചര്യത്തില്‍ ഒരാളെ മാത്രം പുറത്താക്കാനും പാടില്ലെന്നായിരുന്നു രക്ഷിതാക്കളുടെ നിലപാട്‌. മാത്രമല്ല, കേന്ദ്ര സര്‍ക്കാര്‍ തയ്യാറാക്കിയിരിക്കുന്ന വിദ്യാഭ്യാസ അവകാശ നിയമപ്രകാരം കുട്ടികളെ വിദ്യാഭ്യാസ സ്ഥാപനത്തില്‍ നിന്നു പുറത്താക്കാന്‍ പറ്റില്ല. സസ്‌പെന്‍ഷന്‍ കാലാവധി കഴിഞ്ഞു തിരിച്ചെടുക്കാനായിരുന്നു പിറ്റിഎ യോഗത്തിന്റെ ശുപാര്‍ശ. എന്നാല്‍ കുട്ടികള്‍ ഇത്തരം കാര്യങ്ങള്‍ ആവര്‍ത്തിക്കില്ലെന്ന്‌ മൂന്നു പേരുടെ രക്ഷിതാക്കളില്‍ നിന്നും എഴുതി വാങ്ങി. കിരണ്‍ ബാബുവിനു വേണ്ടി പുലയ സമുദായ സംഘടനയുടെ കത്ത്‌ കിട്ടിയേ തീരൂവെന്നാണ്‌ ഹെഡ്‌മിസ്‌ട്രസും പിറ്റിഎ പ്രസിഡന്റും വാശി പിടിച്ചത്‌. നിര്‍ബന്ധിതമായി കത്ത്‌ വാങ്ങിയ ശേഷമാണ്‌ കിരണ്‍ബാബുവിനെ തിരിച്ചെടുത്തത്‌.<a href="http://scoopindia.com/showNews.php?news_id=20962">http://scoopindia.com/showNews.php?news_id=20962</a></p>
